From the report (page 23):
The National Park Service, in contrast, decreased its permanent law enforcement officers by more than 12 percent since fiscal year 2005, although the agency partially compensated for this loss by increasing the number of law enforcement officers it hired on a seasonal, rather than permanent, basis.
